How do I obtain affordable insurance if I have none yet?

Hello,
I would like insurance for Lap Band surgery but if I inquire about it to the insurance agent then I am labeled as having a pre-existing condition & my premium skyrockets to the point where I'd be better off just paying for it out of pocket. I am self employed. Who can I get insurance from? How do I know if they will cover this without asking about it specifically? If I cannot obtain insurance then is there a place to go where I can obtain a loan with a reasonable interest rate? Thank You!
